This bill establishes an Early Educator Workforce Development Resource Task Force, composed of various state commissioners and appointed members, to assess and identify gaps in existing resources for early educators (individuals working with children from birth until kindergarten enrollment or in licensed afterschool programs for children up to age twelve) and to develop recommendations for strengthening their career pathways, with a report due by December 31, 2026. Additionally, it directs the state board of education to create rules allowing privately operated child care programs and agencies to serve as approved clinical practice sites for educator preparation programs that lead to an early childhood education endorsement, provided these programs have a registered apprenticeship and the sites meet specific criteria, with this provision taking effect for rule-making upon becoming law and for all other purposes on July 1, 2026.
