This bill mandates that local governments in Tennessee must act on development applications, plans, or site inspections submitted by developers within specific timeframes, either approving them, adding them to an agenda, or providing a written report of deficiencies or requests for additional information within 30 business days, with a failure to do so resulting in automatic approval; it also limits local governments to a maximum of two deficiency reports, requiring them to either deny the application with justification and refund half of the fees or conditionally approve it after the second report, and establishes a process for releasing a contractor or developer from their required bond, which is a financial guarantee for project completion, within 120 business days after an independent inspector confirms all work is done, or the local government must provide written reasons for not releasing it within 20 business days.
