This bill requires local governments, which include municipalities and counties, to either approve or deny a developer's application, development plan, or site inspection within 30 business days of submission, or provide a written report detailing any deficiencies. If a local government fails to respond within this timeframe, the application is automatically approved, and they are limited to issuing only two deficiency reports before a final denial, which must be justified with specific evidence of noncompliance. Furthermore, any changes to contracts between local governments and contractors or developers must be in writing and agreed upon by both parties, and local governments must release a contractor or developer from their required bond, which is a form of financial guarantee for project completion, within 30 days of receiving confirmation from an independent inspector, such as a registered land surveyor or professional engineer, that all contracted work is finished.
