This bill mandates that state and local governments must provide fully paid health insurance coverage to the immediate family members of state and local law enforcement officers who are killed or suffer a "catastrophic injury" – defined as a permanent impairment or disability that significantly impacts an individual's ability to function, such as paralysis, legal blindness, loss of multiple limbs, severe brain or spinal cord injuries, extensive burns, or disfigurement, or any condition that would qualify for Social Security disability benefits – in the line of duty on or after January 1, 2020. Previously, this coverage was authorized but not required, and it also removes a two-year limit on the duration of this full payment. The bill also specifies that the state will reimburse local governments for the costs associated with providing this coverage to local law enforcement officers, and it clarifies that coverage for a spouse or surviving spouse will terminate if they become eligible for insurance through a subsequent marriage, though dependent children may continue coverage if they cannot be covered under the new plan.
