This bill establishes a Safe School Design Advisory Board, comprised of representatives from various state departments and professional organizations, to develop recommendations for safe school design guidelines for local education agencies (LEAs) and public charter schools when building or renovating K-12 facilities. These guidelines will cover a wide range of safety considerations, including building security, emergency preparedness, and design strategies that promote student well-being, and will be developed by reviewing current codes, national best practices, and the operational needs of schools. The board, which will be administratively attached to the department of commerce and insurance and will meet at least annually to update the guidelines, will submit its initial recommendations by January 1, 2027, and these recommendations will not be publicly accessible, only shared with governmental entities, notwithstanding existing public records laws.
