This bill allows a governing body, such as a city council or county commission, to hold private meetings, called executive sessions, specifically to interview candidates for director-level positions without needing to give the public advance notice of these interviews. Director-level positions are defined as those filled by the mayor or the governing body itself, or by the mayor with the governing body's approval, and which have authority over a department or its employees, excluding the chief of police. During these private interviews, no hiring decisions can be made or discussed, as all final decisions and deliberations must occur in open, publicly announced meetings. The minutes of these private sessions will list who attended, except for the applicants being interviewed, and attendance will be limited to governing body members, invited staff, and the applicants. An applicant's application materials will be kept confidential if they request it, and if an applicant is hired, their interview and application materials will become public records, but those not hired will have their information remain confidential if they request it.
