While the policy can include optional requirements like verifying the requester has engaged with the material or limiting the number of requests an individual can make, it cannot apply to items borrowed through interlibrary loan and does not prevent libraries from removing items for reasons unrelated to these reconsideration requests. The library board must approve any such policy and any changes to it.
