These authorized individuals include members of the U.S. Congress and state legislators, as well as their designated employees. Furthermore, the bill prohibits making temporary changes to the institution that would alter what these oversight visitors observe. Importantly, these authorized individuals are not required to give prior notice before entering a correctional institution for oversight, especially in situations involving riots or threats like diseases.
