This bill, known as the "Reckless Bullet Prevention Act," creates a new offense for recklessly discharging a firearm into the air, ground, a body of water, or an object near people, classifying it as a Class A misdemeanor, which is a serious but less severe criminal offense than a felony. The bill outlines several exceptions to this offense, including when firearms are discharged by law enforcement officers, military personnel in the line of duty, animal control or wildlife officers performing their duties, for legally permitted hunting or nuisance wildlife control, at designated shooting ranges, or in defense of oneself, another person, or a domestic animal against an animal attack. Furthermore, starting July 1, 2026, all handgun safety courses required for enhanced handgun carry permits must include instruction on this new reckless firearm discharge offense.
