This bill requires the Tennessee Department of Human Services to create and maintain a publicly accessible website by July 1, 2027, that will serve as a registry for child care agencies. This registry will allow the public to search for licensed or approved child care agencies by zip code, view their current license status, and find information about any violations, including the date of the violation, serious injuries or deaths resulting from it, and actions taken by both the department and the agency to correct the issue. It will also detail any adverse licensing actions taken against an agency and the results of recent inspections, including any required corrective actions, with a minimum of three years of inspection data available. The website will also provide information on the department's processes for licensing, monitoring, inspections, and handling complaints, as well as policies on criminal background checks and offenses that disqualify individuals or entities from operating child care agencies. Additionally, it will list facilities the department uses for residential child care that are not licensed by the department, specifying which entity does license them and how to report health and safety concerns. Importantly, the registry will not include the addresses of private family boarding homes or foster homes, nor will it identify individual children or foster parents.
