This bill amends Tennessee Code Annotated, Title 49, Chapter 4, concerning financial aid, by expanding the definition of "educational institution" to include Western Governors University, a private postsecondary institution that uses a competency-based model and has a physical presence in Tennessee, under the Tennessee Support, Training, and Renewing Opportunity for National Guardsmen (STRONG) Act of 2017. This change allows active members of the Tennessee National Guard to receive tuition reimbursement for courses taken at Western Governors University, in addition to existing eligible public and private institutions. The bill also clarifies definitions related to "full-time student" and "semester hour" for institutions with competency-based models and adjusts eligibility requirements and limitations for tuition reimbursement, including grade point averages, semester hour limits for bachelor's and master's degrees, and vocational/technical programs, while also specifying how other financial aid, such as scholarships and grants, will offset reimbursement amounts.
