This bill, known as the "Crush Transnational Repression in Tennessee Act," aims to combat foreign governments or terrorist organizations attempting to control or harass individuals in Tennessee. It enhances criminal penalties for offenses committed by agents of foreign adversaries or terrorist organizations when those actions are intended to coerce people, prevent them from engaging in protected activities like free speech or religious practice, or retaliate against them for such activities. The bill also declares any state court, arbitration, or administrative ruling based on foreign law void if it infringes on constitutional rights, and makes contracts based on foreign law similarly unenforceable. Furthermore, it criminalizes interfering with the investigation of offenses under foreign law without proper approval, with penalties increasing if the offender is acting as an agent of a foreign adversary or terrorist organization. To support these efforts, the Tennessee Bureau of Investigation (TBI) is authorized to develop and provide training for law enforcement on recognizing and responding to transnational repression, and to launch a public awareness campaign to inform citizens on how to identify and report such incidents, including multilingual reporting options and annual public reports on complaints. Finally, all state agencies will be required to incorporate information on transnational repression into their policies and procedures and provide a direct channel for complaints.
