This bill establishes a task force for educational leadership, comprised of state legislators, governor's office representatives, education department officials, and the attorney general, with the authority to gather information from state agencies. The task force is mandated to create a comprehensive plan within 120 days to transfer the administration of education programs, including federal funding like Title funds, special education, and civil rights initiatives, from the U.S. Department of Education to the state of Tennessee. This plan must outline necessary statutory changes, propose waivers or block grants from the federal government, identify federal mandates the state may reject, and suggest immediate legislative actions. Concurrently, the state's department of education must inventory all current federal education programs and grants administered by the state within 60 days, detailing funding, legal authority, and reporting requirements, and the attorney general must review all state laws and regulations that reference federal education statutes. Legislators on the task force are required to introduce legislation to implement the plan within 60 days of its publication or the start of the next legislative session, and if the legislature fails to act within a year of the plan's release, the department of education will administratively implement any feasible recommendations that don't require new laws. The task force can also collaborate with other states to expedite the return of educational authority to Tennessee, and the department of education will report on student outcomes, fiscal efficiency, and regulatory burdens two years after the bill becomes law, at which point the task force will dissolve.
