This bill amends Tennessee law to ensure that workers on public highway construction projects are paid a "prevailing wage rate," which is the standard wage for similar work in a given area, even if the contract is not directly with the state. Specifically, it clarifies that "state contract" refers to agreements with the state for highway construction and expands the policy to require this prevailing wage rate for all state highway construction projects and any non-state contract construction projects on public highways that receive any state or federal highway funding. The bill also allows the Commissioner of Transportation, or someone they designate, to be involved in determining these rates and states that these changes apply to contracts entered into, amended, or renewed after the bill becomes law.
