This bill, known as "The Jeff Burkhart Act," amends existing Tennessee law to allow counties to establish self-financing central business improvement districts, which are areas designated for economic development and revitalization that can fund themselves through special assessments on businesses within the district. Previously, only incorporated cities, towns, and metropolitan governments could create these districts, but this act expands that authority to include counties that perform general governmental functions, thereby broadening the scope of local governments that can utilize this economic development tool.
