This bill makes it a Class C misdemeanor, a minor criminal offense, to knowingly fly an unmanned aircraft, commonly known as a drone, over the grounds of any public school serving kindergarten through twelfth grade (K-12) with the intent to surveil the school without permission from a school administrator or designated official. This prohibition does not apply to law enforcement officers performing their official duties or to drone operators authorized by the Federal Aviation Administration (FAA) for commercial purposes. The bill also makes technical amendments to existing law regarding the classification of offenses and clarifies that the prohibition on surveillance of public property now specifically includes the new drone-related offense. This legislation is set to take effect on July 1, 2026.
