This bill appropriates $300,000 from the general fund to the department of finance and administration, which will then be given to the northwest New Mexico council of governments to manage free-roaming and domestic horses on tribal land in Cibola county over fiscal years 2027 through 2029. This funding will be used to develop and execute a herd management plan, administer fertility control vaccines to mares, humanely move up to sixty excess free-roaming horses to new locations, and conduct veterinary clinics to provide care for domestic horses, including castration (gelding) and vaccinations. Any money not spent by the end of fiscal year 2029 will be returned to the general fund.
