AI Summary

This bill expands the definition of "beverage" for the purpose of beverage container deposit laws, which are programs that require a small fee, or deposit, to be paid on certain drink containers that is refunded when the container is returned. Currently, "beverage" includes alcoholic drinks like wine, liquor, and beer, as well as mineral water, soda water, and similar carbonated soft drinks. The bill amends this definition to include all noncarbonated water and all other nonalcoholic drinks, whether carbonated or not, with specific exceptions for unflavored rice milk, unflavored soy milk, milk, and dairy-derived products. These changes are set to take effect on July 1, 2027.
