This bill proposes a constitutional amendment to establish a process for consolidating county school systems in Alabama, allowing two or more neighboring county boards of education to merge their administration under a single multi-county board. Before any consolidation can occur, the State Board of Education must conduct a comprehensive impact study examining potential effects on students, staff, finances, and other areas, and this study must be publicly available online at least 30 days before the consolidation is finalized. If 25% of the registered voters in any affected county protest the proposed consolidation within 30 days of its formal adoption, the merger will only proceed if approved by a majority of voters in each county involved in a referendum election, held on the date of the next general election. This consolidation process will not absolve any former board of its existing debts or liabilities, and the new multi-county board will be responsible for fulfilling prior contractual obligations. The State Board of Education is also tasked with creating rules to implement these provisions.
