AI Summary

This bill aims to protect tenants by limiting how landlords and consumer reporting agencies can use old eviction and rental arrears records. Specifically, it prohibits consumer reporting agencies from providing or landlords from using such information for adverse actions, such as denying housing, if it's older than three years from the date of the eviction or rental arrears. Consumer reporting agencies must also give individuals a chance to explain any negative records before reporting them. Additionally, court records of eviction actions will be sealed for certain periods, and violations of these provisions by landlords or consumer reporting agencies will be considered unconscionable acts under the Kansas Consumer Protection Act, making them subject to penalties.
