This bill establishes the Kansas Law Enforcement Trust Fund, which will be managed by the Kansas Criminal Justice Coordinating Council, an existing body responsible for coordinating criminal justice efforts in the state. The fund's purpose is to provide grants to state, local, and tribal law enforcement agencies for technology upgrades, equipment purchases, or public safety enhancements, and also to serve as matching funds for federal or private grants. To be eligible for these funds, law enforcement agencies must demonstrate adherence to common technology standards that promote statewide interoperability. The bill also mandates that on or before the 10th of each month, the director of accounts and reports will transfer interest earnings from the state general fund to the trust fund, calculated based on the previous month's average daily balance and the pooled money investment portfolio's net earnings rate. Furthermore, on July 1, 2026, or as soon as funds are available, $125,000,000 will be transferred from the state general fund to the Kansas Law Enforcement Trust Fund, with this initial amount intended to remain intact and solely generate interest earnings for grant distribution.
