Bill Summary

This bill requires school districts, accredited nonpublic S.F. _____ schools, charter schools, and innovation zone schools to provide success-sequence education in grades 7 through 12. The bill defines “success-sequence education” as instruction that addresses the series of evidence-based, sequential milestones to be accomplished prior to having children that has been shown to help young adults achieve financial prosperity, physical and mental health, and emotional well-being; the evidence-based research indicating that marriage generally provides financial, emotional, and health benefits to the married individual and the married individual’s children; and the evidence-based research indicating that children with divorced parents generally have an increased likelihood of poverty and incarceration and an increased risk of negative physical and mental health outcomes. The bill incorporates success-sequence education into the social studies curriculum in grades seven and eight for students enrolled in school districts and accredited nonpublic schools. Additionally, the bill incorporates success-sequence education into the health education curriculum and the personal finance literacy curriculum in grades 9 through 12 for students enrolled in school districts and accredited nonpublic schools. The bill requires charter schools and innovation zone schools to provide such social studies curriculum and personal finance literacy curriculum. Current law requires charter zone schools and innovation zone schools to provide the same health curriculum as school districts and accredited nonpublic schools. The bill may include a state mandate as defined in Code section 25B.3. The bill requires that the state cost of any state mandate included in the bill be paid by a school district from state school foundation aid received by the school district under Code section 257.16. The specification is deemed to constitute state compliance with any state mandate funding-related requirements of Code section 25B.2. The inclusion of this specification is intended to reinstate the S.F. _____ requirement of political subdivisions to comply with any state mandates included in the bill.
