Participation is entirely voluntary for businesses, and the program aims to promote these participating establishments through recognition, promotional support, and a listing on the department of tourist development's website, without mandating participation or creating penalties for non-compliance. Additionally, the commissioner can authorize temporary permits or waive restrictions for food service establishments to facilitate their participation and coordinate meal provision in areas lacking power or access to groceries.
