This bill establishes a public registry for individuals convicted of cruelty to animals or extreme cruelty to animals, requiring those convicted under Section 30-18-1 NMSA 1978 to register with their local county sheriff. This registration includes personal information such as name, date of birth, social security number, address, phone number, any professional licenses, and a photograph. The county sheriff will maintain a local registry, and the department of public safety (referred to as "department") will maintain a central registry accessible to the public online, displaying the registrant's name, offenses, and photograph. Individuals must re-register within five business days if they move to a new county. Courts will inform convicted individuals of their registration duty, and the department will create rules to implement this registry. For the purposes of this bill, "department" means the department of public safety, and "person" refers to individuals eighteen years of age or older.
