This bill establishes a Task Force on Not-for-Profit Funeral Establishments to study whether it is possible and necessary to create funeral homes that operate as not-for-profit organizations in Maryland. The task force will be composed of a mix of state legislators, representatives from funeral consumer and director associations, and individuals representing various religious and ethnic communities served by funeral establishments, all appointed by the President of the Senate, Speaker of the House, and the Secretary of Health. The task force, which will be supported by staff from the State Board of Morticians and Funeral Directors and whose members will not be compensated but can be reimbursed for expenses, will analyze data on funeral director licenses, application denials, laws in other states regarding not-for-profit funeral services, and the potential impact of such establishments in Maryland. The findings and recommendations are due to the Governor and the General Assembly by December 1, 2026, and the act will be repealed one year after its effective date of October 1, 2026.
