The bill also clarifies that when approving such placements, the Department cannot allow harvesting by dredge in areas with submerged aquatic vegetation, but must permit harvesting by diving and ensure that at least 10% of the area with submerged aquatic vegetation is authorized for the placement of these aquaculture items on water column leases.
