This bill establishes a pilot program within the State Department of Assessments and Taxation to explore the use of blockchain technology, which is a secure and transparent way to record and store data, for managing real property titles. The program aims to create a blockchain registry to record and verify "digital titles," which are cryptographically secured representations of property ownership, and will allow property owners in up to three selected counties to opt into having their titles mirrored on the blockchain. The Department will collaborate with the judiciary, law enforcement, and the Attorney General's office to develop the registry, test smart contract functions for title transfers, and educate relevant parties, potentially contracting with third-party vendors who must meet cybersecurity and data privacy standards. The program is set to begin by January 1, 2027, and a report on its findings and recommendations for statewide implementation will be submitted by December 31, 2028, with the act set to expire on June 30, 2029.
