This bill modifies the consequences for failing to pay a civil penalty issued by a speed monitoring system, which are cameras used to detect speeding violations. Previously, failing to pay or contest a citation for a speed monitoring system violation was considered an admission of liability and could lead to the refusal of vehicle registration or suspension of the vehicle's registration. This bill removes the provision that failing to pay is an automatic admission of liability, but still allows for the refusal of vehicle registration and suspension of registration if the civil penalty is not paid or liability is not contested in a timely manner.
