This bill mandates that both the Patuxent Institution and all state and local correctional facilities must provide menstrual hygiene products, such as tampons and sanitary napkins, free of charge to female incarcerated individuals upon admission, on a regular basis, and upon request, ensuring a sufficient supply is always available. Furthermore, these facilities are required to keep records of instances where personal items are damaged or destroyed due to menstrual discharge leakage and are prohibited from disciplining incarcerated individuals for such damage if it was not done with malicious intent. The Maryland Commission of Correctional Standards will establish guidelines for the proper disposal of menstrual hygiene products and will review facility policies and records during inspections. This legislation aims to improve the dignity and well-being of incarcerated women by addressing their menstrual hygiene needs.
