This bill alters the appointment process for the Baltimore City Board of School Commissioners by eliminating the Baltimore City Public School Board Community Panel, which previously recommended candidates to the Mayor. Instead, the Mayor will now hold a public hearing to select qualified candidates, providing at least 10 days' notice and allowing various community groups and interested individuals to present their views. Crucially, all appointed members, including those filling vacancies, will now require confirmation by the Senate of Maryland. Additionally, appointed members, except for the student member, will receive an annual compensation of $10,000, and the student member who completes a full term will be granted a $10,000 scholarship for higher education or a registered apprenticeship program. These changes are set to take effect on July 1, 2026.
