This concurrent resolution, passed by the House of Representatives with the Senate concurring, authorizes the National Fraternal Order of Police and its auxiliary to use the Capitol Grounds for two public events: the 45th Annual National Peace Officers’ Memorial Service, intended to honor law enforcement officers who died in the line of duty during 2025, and the National Honor Guard and Pipe Band Exhibition, where law enforcement representatives can showcase their honor guard programs and perform bagpipe exhibitions. The Memorial Service is scheduled for May 15, 2026, with preparations beginning May 7 and takedown completed by May 17, 2026, while the Exhibition is set for May 14, 2026; however, the exact dates for both events can be jointly determined by the Speaker of the House and the Senate Committee on Rules and Administration. Both events must be free and open to the public, arranged so as not to disrupt Congress's work, and the sponsoring organizations will be fully responsible for all associated expenses and liabilities. The Architect of the Capitol will approve the erection of necessary structures like stages and sound equipment, and the Capitol Police Board will ensure compliance with all regulations regarding sales, advertisements, displays, and solicitations on the Capitol Grounds.
