This joint resolution authorizes the National Fraternal Order of Police and its auxiliary to use the Capitol Grounds for two public events: the 45th Annual National Peace Officers’ Memorial Service, intended to honor law enforcement officers who died in the line of duty during 2025, and the National Honor Guard and Pipe Band Exhibition, where law enforcement representatives can showcase their skills. The Memorial Service is scheduled for May 15, 2026, with preparations starting May 7 and takedown by May 17, while the Exhibition is set for May 14, 2026; however, the exact dates can be adjusted by the Speaker of the House and the Senate Committee on Rules and Administration. Both events must be free and open to the public, arranged not to disrupt Congress's work, and the sponsoring organization will be responsible for all associated expenses and liabilities, with the Architect of the Capitol and Capitol Police Board overseeing conditions and enforcing restrictions on sales, advertisements, and solicitations.
