This bill requires any unit of state, county, or municipal government, as well as any person or entity receiving funding from the state's operating or capital budget, to report specific information about how that funding was used to the Comptroller by October 15th each year. This reporting includes details about the purpose of the funding and the names, addresses, employee numbers, and work locations of any contractors or subcontractors hired, along with whether they are certified minority business enterprises. Additionally, individuals or corporations that receive payments from a government unit for providing goods or services must include similar information about their own employment, minority business enterprise status, and any subcontractors they use on their state income tax returns. The Comptroller will then compile this data and report to the General Assembly by December 31st each year, summarizing the use of state funding and highlighting the percentage of in-state versus out-of-state contractors, the average contractor size by employee count, and the percentage of certified minority business enterprises.
