This bill modifies West Virginia law concerning the filing requirements for political committees, specifically regarding civil penalties for late or incomplete filings. It mandates that before the Secretary of State can assess a civil fine against a political committee for failing to file a required statement on time, the committee must first receive written notification of the delinquency, including any omissions, within 14 days after the filing deadline. If the committee then files the missing report or information within seven days of receiving this notice, no penalty will be assessed. Furthermore, the Secretary of State is granted the authority to allow an additional extension of up to 14 days for compliance if good cause is shown and a request is made within that initial seven-day period. The bill also clarifies that "grossly" in this context means substantively and materially inaccurate or misleading.
