AI Summary
This bill expands the scope of the Illinois Works Jobs Program Act to include projects that are financed or funded, in whole or in part, by state grants, loans, incentives, or tax benefits, as long as these projects require the payment of prevailing wages, which are the minimum wages typically paid to workers in a specific trade in a given area. It also modifies the Illinois Works Apprenticeship Initiative, which aims to increase the use of apprentices on state-funded construction projects, by allowing the Department of Labor to reduce or waive apprenticeship requirements under certain conditions, such as when there's a demonstrated lack of available apprentices. The bill clarifies definitions for terms like "recipient" and "State-assisted project" to encompass a broader range of state-funded construction activities and makes conforming changes to ensure the Act's provisions are applied consistently.
