This bill allows school districts in South Dakota to create policies permitting children who will turn five between September 1st and December 1st to enroll in kindergarten, provided they demonstrate the necessary cognitive and social skills for kindergarten and readiness for first grade the following year, with the policy needing to outline the evaluation process. Parents or guardians whose resident school district does not adopt such a policy can apply to enroll their child in a different district, and this bill also amends existing law to ensure that school districts must grant transfer requests for children who are excused from their resident district's school, receive alternative instruction, or are admitted to kindergarten under the new policy, as long as admitting them doesn't prevent the district from providing a quality educational program.
