This concurrent resolution encourages the Executive Board of the Legislative Research Council, a body that supports legislative research and policy development, to establish a temporary legislative committee. This committee will examine the responsibilities and operations of county boards of mental illness, which are local governmental bodies responsible for handling involuntary commitment proceedings for individuals with mental illness, ensuring their treatment, and their safekeeping. The study will also look into how these boards' duties relate to providing information for the National Instant Criminal Background Check System, a federal system used to determine if a person is prohibited from purchasing or possessing firearms. Furthermore, the committee will investigate the training provided to members of these mental illness boards and explore ways to standardize that training, ensuring the rights, safety, and security of all citizens by improving how legal, public health, and public safety systems work together. The study will include input from the Attorney General's office, the court system, mental health boards, healthcare providers, and sheriffs, and will present its findings and recommendations for future laws to the Executive Board.
