This bill establishes a working group, convened by the Executive Director of the Department of Higher Education, to explore how to implement the College Opportunity Fund for incarcerated individuals in Colorado. The College Opportunity Fund is a state program that helps pay for college tuition. The working group will consist of representatives from various higher education institutions, including Adams State University, Trinidad State College, Pueblo Community College, the University of Colorado at Denver, and the Colorado Community College System, as well as experts from the Colorado Department of Corrections' educational services unit and a financial aid representative specializing in Second Chance Pell Grants. This group is tasked with making findings and recommendations on how to best integrate incarcerated individuals into the College Opportunity Fund, including whether current fee-for-service contracts with colleges need to be adjusted. The working group must complete its work and submit a report with its findings and recommendations to the education committees of the House of Representatives and the Senate by December 1, 2026, and the provisions of this bill will be repealed on July 1, 2027.
