This bill establishes a new type of license called an "entertainment district special license" that allows for the sale of alcohol by the drink for consumption within designated entertainment districts. An entertainment district is defined as an area in a city with a specific population range, located in a county with a specific population range, that borders or contains part of a large lake and includes a mix of entertainment venues, bars, restaurants, and other licensed establishments along with public areas. These districts can also include "portable bars," which are non-permanent structures that can be moved. Under this license, alcohol can be sold until 1:30 a.m. on most days and until 1:30 a.m. on Mondays, starting from 6:00 a.m. on Sundays. A key provision allows patrons to take alcoholic beverages from one licensed establishment to another within the district, or into common areas within the district, but not outside the district's boundaries. Licensees are responsible for alcohol violations within their premises and common areas, and must serve drinks in containers marked with their unique trade name or logo. The local governing body of the city where the entertainment district is located will have the authority to approve or reject these districts and set rules for their operation.
