This bill amends Utah's education standards and curriculum by expanding core academic areas to include history and government, and by requiring the development of comprehensive, free, open educational resource instructional materials for social studies and civics education for all grades, which will be available digitally and in print. It also mandates that beginning in the 2028-2029 school year, English language arts assessments will integrate passages and questions from founding documents and historical texts, and that social studies standards will include comparative instruction on different government systems, including a focus on American Exceptionalism and the principles of the U.S. constitutional republic versus communist governments and ideologies. Additionally, the bill clarifies the definition and credit requirements for art and fine arts courses, allowing local school districts (LEAs) more flexibility in determining which courses meet these requirements, and establishes a parent committee to review standards assessment questions.
