This bill, known as the "Restraint of Government Uncontrolled Expansion (ROGUE) Act," establishes limits on how much the annual maintenance budgets of state entities in Idaho can increase. Specifically, it states that these budgets, which cover the day-to-day operating expenses of departments, agencies, and state educational institutions, cannot grow by more than the average percentage increase in the Consumer Price Index (CPI) for the west region, as calculated by the U.S. Bureau of Labor Statistics. The CPI is a measure of the average change over time in the prices paid by urban consumers for a market basket of consumer goods and services. If the CPI shows no increase or a decrease, the budget cannot exceed the previous year's approved amount. However, exceptions are allowed for emergencies, federally mandated expenses, or if a state entity faces significant challenges in meeting its operational goals due to these budget restrictions. The bill also declares an emergency and sets an effective date of July 1, 2026.
