This bill amends the Grocery Initiative Act to expand its scope and financial assistance programs. It now explicitly includes "mobile farmers markets," which are defined as farmers markets operating from movable vehicles that can change locations, and "online farmers markets," defined as online platforms primarily selling products from Illinois farmers with delivery or pick-up options. The Department of Commerce and Economic Opportunity (DCEO), the state agency responsible for administering these programs, is now authorized to award grants for technology upgrades, such as software and point-of-sale systems, in addition to existing eligible expenses like feasibility studies, salaries, facility acquisition, and capital improvements. This expansion aims to further support access to healthy foods in areas with limited grocery options, often referred to as "food deserts."
