This bill expands tuition waivers and creates a mortgage assistance program to support firefighters and police officers. Specifically, it allows the Board of Regents for Higher Education to waive tuition at Connecticut State Community Colleges and Connecticut State Universities for police officers and uniformed members of paid or volunteer fire departments who have served in the state for at least five years, and for students attending the state fire school in coordination with a community college. The University of Connecticut will also waive tuition for police officers and firefighters with at least five years of service. Additionally, the Connecticut Housing Finance Authority will establish a mortgage assistance program, potentially including down payment assistance, for eligible police officers and firefighters to purchase a primary residence in the community they serve, with provisions for equity gain upon sale. These changes are intended to implement the Governor's budget recommendations and take effect on July 1, 2026, for tuition waivers and October 1, 2026, for mortgage assistance.
