This bill requires the Department of Environmental Services (the "department") to conduct quarterly testing for specific urinary metabolites, which are substances found in urine, at wastewater treatment facilities. These tests will examine the water entering and leaving these facilities for antimetabolites, prostaglandins and their analogs, and antiprogestins, all in the form of gluconates. The purpose of this testing is to protect water quality, assess risks to human health, evaluate impacts on aquatic life, and inform any necessary improvements to wastewater treatment. The testing will be conducted at wastewater treatment facilities located within ten miles of large municipalities (250,000 or more people) and at a selection of facilities near municipalities of various smaller population sizes, with a focus on representing typical systems. The department must keep detailed records of all testing, including sample collection dates and locations, testing dates, and the results in parts per trillion for each metabolite, and publish these records online along with an explanation of their public health or environmental significance.
