This bill initiates a study into the feasibility of a "Connecticut Option program," a state-designed health benefit plan intended to lower insurance costs, and requires health insurers to make generic drugs and biosimilars available on their formularies with lower out-of-pocket costs than their brand-name counterparts, provided the generic or biosimilar is cheaper. It also establishes a tax credit for small businesses that offer individual coverage health reimbursement arrangements, which are accounts that help employees pay for health insurance purchased on the individual market, and allows for the creation of portable benefit accounts for eligible workers, which are accounts administered by a provider for purchasing health insurance and related expenses. Additionally, the bill makes changes to the existing "Covered Connecticut program," which provides premium and cost-sharing subsidies to certain low-income individuals and families to reduce their health insurance costs, by removing the Office of Health Strategy from its administration and allowing the Department of Social Services to potentially offer dental and nonemergency medical transportation services under the program.
