This Study Bill enacts the Psychology Interjurisdictional Compact, a legal agreement between states that allows licensed psychologists to practice across state lines more easily. Specifically, it permits psychologists licensed in one "compact state" (a state that has adopted this agreement) to provide "telepsychology" (psychological services delivered via telecommunication technologies) to patients in other compact states, and to offer temporary in-person, face-to-face services in another compact state for up to thirty days per year. The compact aims to increase public access to mental health services, enhance public safety through consistent regulation, and facilitate cooperation between states regarding psychologist licensing and disciplinary actions. It establishes a commission to oversee the compact's implementation and administration, and it will become effective once enacted into law by the seventh participating state. Importantly, the compact does not apply if a psychologist is already licensed in both the "home" state where they are primarily licensed and the "receiving" state where the patient is located or where they are temporarily practicing.
