This bill establishes the "energy affordability and grid reliability council" to evaluate strategies for keeping utility rates affordable for consumers while ensuring necessary investments in modernizing and strengthening the electric and natural gas grid. The council will also explore ways to support increased energy production and infrastructure to meet growing demand and boost economic development, in line with the Energy Transition Act, and will assess regulatory and financial approaches that balance cost control, reliability, emissions reduction, and long-term system sustainability, considering the impact on residential, rural, tribal, and small business customers. The council will be composed of representatives from the energy department, consumer advocacy, utility operations, and economic development, with advisory members from investor-owned utilities, and will be staffed by the Public Regulation Commission, to which $2,000,000 is appropriated for fiscal year 2027 to cover associated costs.
