AI Summary
This bill, known as the "Georgia Early Literacy Act of 2026," aims to significantly improve literacy education across the state by implementing a comprehensive, science-based approach. Key provisions include requiring all public schools to have literacy coaches funded through the Quality Basic Education (QBE) program, establishing a Georgia Director of Literacy within the Office of Student Achievement to oversee literacy efforts, and mandating that children attend kindergarten before first grade, with exceptions for those assessed as ready. The bill also introduces first-grade readiness assessments, revises rules on grade promotion and retention to emphasize reading proficiency, and requires local school systems to develop unified literacy plans. Furthermore, it mandates the use of high-quality instructional materials aligned with the science of reading for kindergarten through third grade, establishes a Georgia Literacy Coordinating Committee and a Georgia Literacy Task Force to advise on literacy initiatives, and creates a statewide promotional campaign to raise awareness about the importance of literacy. The Act also revises the "Georgia Early Literacy and Dyslexia Act" to include updated definitions and requirements for universal reading screeners and professional learning for educators, and it introduces literacy coaching endorsements for teachers. Finally, the bill encourages families to enroll children in school or home study programs starting at age five and allows parents to opt for voluntary pre-kindergarten for four or five-year-olds.
