AI Summary
This bill transfers the responsibility for determining and verifying eligibility for Medicaid, a government health insurance program for low-income individuals, and managing Medicaid enrollment from the Department of Human Services to the Department of Community Health, effective July 1, 2027. The Department of Community Health will now be authorized to administer, spend, and disburse funds related to the Medicaid program, including using data analytics, audits, and investigations to prevent fraud, waste, and abuse. Applicants will consent to the disclosure of their information for eligibility verification, and the department will regularly review recipient circumstances for changes that might affect their eligibility, referring any suspected fraud for prosecution. Ineligible applicants will be notified and informed of appeals processes and alternative healthcare options, while ineligible recipients will be subject to removal from the program. The bill also requires cooperation between the departments to ensure continuity of care and services and allows for data sharing agreements and vendor contracts to support these functions.
