AI Summary
This bill modifies the Juvenile Justice Act by expanding the definition of a "serious youthful offender" to include a child aged fifteen to eighteen charged with criminal sexual penetration in the first degree, and allows for such offenders to be transferred to Children's Court for juvenile sentencing under specific conditions. It also mandates commitment until age twenty-six for serious youthful offenders adjudicated in Children's Court and subject to juvenile sanctions, and requires mandatory commitment for certain other delinquent and youthful offenders. The bill clarifies terms of commitment for adjudicated delinquent children, including standard short-term and long-term commitments, and establishes mandatory commitment periods for youthful offenders convicted of serious crimes like murder or first-degree criminal sexual penetration, extending to age twenty-six for serious youthful offenders. Additionally, it specifies that courts retain jurisdiction over the disposition of certain delinquent and youthful offenders committed to the custody of the Children, Youth and Families Department, and includes an appropriation of one million dollars to implement these changes.
