AI Summary
This bill, titled the "Surprise Billing Consumer Protection Act," aims to enhance consumer protections in Georgia by addressing two main areas: regulating excess profits in private passenger automobile insurance and improving coverage for ground ambulance transportation services. For private passenger automobile insurance, insurers will be required to report specific financial data annually, and if they are found to have made an "excess profit" (defined as an underwriting gain exceeding anticipated profit plus 6% of earned premiums over a five-year period), the Commissioner of Insurance can order them to refund this excess profit to policyholders through cash payments or credits on future premiums. This bill also mandates that healthcare plans must cover emergency ground ambulance transportation services when requested by a "first responder" (such as firefighters, paramedics, or police officers), and it sets limits on what patients have to pay out-of-pocket for out-of-network ambulance services, ensuring their copayments, coinsurance, or deductibles do not exceed those for in-network providers, with specific minimum reimbursement rates established for these out-of-network services.
