Additionally, the bill mandates that the PUC establish guidelines for a searchable online database of public utility "advice letters," which are formal requests to change rates that don't require a full hearing, and requires utilities to maintain such a database on their websites, including a link to the relevant advice letter in any customer notice about a rate change. The bill also allows the PUC to impose penalties on utilities that fail to comply with these reporting and database requirements.
